I couldn’t infer what the actual change was to chrome. Is this some built-in vpn or dns-over-https? The article was low on details and no discernible references to a source.

Yeah... it's nothing new, and really not unexpected to be honest - other than Chrome acting perhaps unexpectedly as of recent - but this isn't just Chrome. Chrome is just being Chrome - google experiments a lot - and they've lost a bit of the way with "Don't be Evil" as it's very easy to cross that line - just ask Facebook, who gives zero F's about being evil or not...

And this has been a concern for a while, and folks are working on this kind of thing, as it presents a lot of challenges - not just Chrome, but other applications.
