Hi there,
I have the following setup:
RT-N66U as my default router, hooked up straight to the cable modem. Running Asuswrt-Merlin latest ver. From there I have hardwired a TEG-S50g TRENDnet switch, and from the switch an EA-N66 to use as an AP. There is also a Raspberry Pi hardwired to the switch.

Raspberry Pi Radius
Settings are as follows:
RT-N66U: IP:192.168.1.1; DHCP: on; IP starting: 192.168.1.3
EA-N66: AP mode; IP: 192.168.1.2; DHCP: off; Default gateway: 192.168.1.1
When in normal operation with WPA2, my devices roam well between the Router and the AP, switching connections base don the signal strength.
However, when I enable WPA2-Enterprise and use the Raspberry Pi (running freeradius) as an authentication server, wireless roaming no longer happens. Each device holds on to the source they have attached to and they refuse to hop to the one with stronger signal.
Can anyone think of whether this could be caused by a config issue on the freeradius side, or something that I have to adjust on the router side? Clients I am testing with are Android devices (phones / tablets etc.).
