I'm using AC68U and since approximately 380.66 I noticed that after hardware restart ntp doesn't come up, leaving router running in its default time — starting 8/1/2015
This breaks VPN server capabilities, since none of the certificates are effective yet to 2015.

Is there places to check why ntp isn't running during boot or maybe it is a known issue?

How do you know NTP is not running? By simply looking at the time on the router UI?
Check the Syslog for errors for the NTP daemon.
Line starts with something like: Aug 1 02:00:35 ntp: start NTP update
