I've searched for the past hour trying to figure this out myself, but I can't seem to figure out why only the first two LAN ports will work.

I've trouble shot all cables, devices and jacks and all are working properly. If I connect LAN 2 and LAN 3 with LAN 1 disconnected, 4 will not work. If I connect LAN 1 and LAN 2, 3 and 4 will not connect.

I have a RT-AC66R with the most current firmware.

I appreciate any help.
 
Honestly, I'm not sure. A quick Google says Comcast in the Savannah, GA area uses them; so my assumption is yes. Do they limit the amount of wired connections?
 
Well, did you manually enter VLAN settings in the PPPoE setup for the WAN? If so, there are other commands to run to enable LAN 3 and 4 as part of your network. If you haven't done that, I have no idea and I don't want to add further confusion by showing you what commands I used.
