OpenBSD Router Configuration Issues

I have been struggling for a few weeks to finalize the configuration of one of my mini-PCs into an OpenBSD router. I installed a second NIC to simplify things and then followed the official manual on configuring a router found here:

The LAN configuration works flawlessly, no issues handing out leases or routing within the local network. The problem is the WAN. My ISP is spectrum and the modem assigned to me is either a point-to-point or bridge mode modem that works plug and play with my asus router (which I am trying to phase out into being just a wireless access point). The DSL modem spectrum provides is a docsis E31U2V1. When I set the designated WAN NIC (I elected to use em0 for this) to auto-configure it just doesn't get anything. No IP, no gateway, nothing. I know my WAN IP is static, and I can confirm with arp. However, if I configure the gateway, subnet, and ip to be static in the hostname file, I still cannot resolve anything to WAN. Even from within the router all attempts fail.
I'm just lost at this point.

I know there is something I am missing that I don't know to configure in order to fix this. I'd just like some advice or assistance. I will provide any and all configuration files requested.
 
Did you enable dhcpleased? I like this guide:
I believe based on the note in this guide saying dhcpleased automatically engages when ipv4 is set to autoconf that I have. I do notice some distinct differences in DNS resolution configuration from the openbsd.org guide. I will attempt a fresh configuration following this guide instead and see if my results are different, especially since I have a suspicion that my DNS configuration is at least part of the problem
