OpenVPN Services Race Condition?

Router: AX88U (although this problem also happened on my old 68U)
Merlin FW: 386.3

I have a server box behind the router. The router is configured to have a VPN Client and I use VPN Director so that all internet traffic on the box goes through that VPN Client.

I also have a VPN Server running on the router so I can securely administer my home box remotely.

The problem: Upon a reboot of the router, sometimes when connecting remotely through the VPN Server, I am no longer able to connect to the box using the VPN Client.

The workaround: If I leave the VPN Server running and restart the VPN Client, all is well and I can connect to my box no problem.

I suspect there might be a race condition happening during services start and the VPN Server should always be starting before the VPN Client.
