Prevent httpd from restarting?

If I kill httpd from the command prompt watchdog restarts it. Is there a way to prevent httpd from restarting other than modifying watchdog.c from the source code? My router is only an access point.

If I kill watchdog httpd won't restart but I'm not sure of the negative implications of not having watchdog running in the background.

If modifying the source code is necessary, is modifying watchdog.c the best solution?
