I plan to upgrade from my RT-AC86U to the RT-AX86U (which will arrive in a few days). Both will be on Merlin firmware 386.3_2.

Can I import my saved config and JFFS backups to the new router?

Probably not. It depends on the models and firmware versions in question, and to a certain extent what customisations you've made to the old router. There's no simple yes/no answer to that question.
