Router Accepting DHCP?

I am seeing my router showing packets (source port udp/67 - dest port udp/68) showing that it is accepting packets incoming from eth0 (WAN/ISP). I have read that this is DHCP but also seeing many posts about it being dropped. Anyone else have these being accepted on router? Does this look like I may have something misconfigured. Here is a snapshot of the log:
May 1 00:05:16 kernel: ACCEPT <4>ACCEPT IN=eth0 OUT= MAC=ff:ff:ff:ff:ff:ff:88:43:e1:37:f0:d9:08:00 <1>SRC=10.104.16.1 DST=255.255.255.255 <1>LEN=345 TOS=0x00 PREC=0x00 TTL=255 ID=60401 PROTO=UDP <1>SPT=67 DPT=68 LEN=325

I am seeing them incoming about every minute.
 
I have the same thing, mostly coming from a DOD IP, but sometimes Charter. Anyone know about this?
