Every 12 hours the WAN IP for my RT-AC3200 expires making the internet connection go down for roughly three to five minutes.

My 1st step in trouble shooting was to update the stock firmware of 3.0.0.4.382.50624. Which didn't help things. I did try changing the spoof LAN TTL settings with no luck. After those settings did not help I did a factory reset of the router settings. The only noticeable change was when the 12 hour lease expired. Which is going down at 1:45 instead of 6:30 every 12 hours. Which is a better time for the weekdays but not ideal times during the weekend. I then tried 384.6 of Asuswrt-Merlin to see if that fixed anything. Unfortunately that didn't seem to help anything. I did try DCHP spoof and DHCP query frequency again to see if that changed anything but that has not effect either.

My ISP is Cox. My modem is a cisco DPQ3212. The power readings show as:
Downstream
Power Level: Signal to Noise Ratio:
Channel 1: 11.2 dBmV 39.1 dB
Channel 2: 11.3 dBmV 39.4 dB
Channel 3: 11.7 dBmV 39.3 dB
Channel 4: 11.5 dBmV 39.6 dB
Channel 5: 11.7 dBmV 39.4 dB
Channel 6: 11.9 dBmV 39.7 dB
Channel 7: 11.5 dBmV 39.5 dB
Channel 8: 12.0 dBmV 39.6 dB

Upstream
Power Level:
Channel 1: 43.5 dBmV
Channel 2: 43.2 dBmV
Channel 3: 44.0 dBmV
Channel 4: 42.5 dBmV

I have attempted to contact cox and they restarted the modem a few times but that didn't help much. There fore I did have a tech come out soon after I done the factory reset to my router was done but given the time difference I thought the issue was fixed. Therefore past the tech saying the power readings they see as fine I didn't have the Tech from cox check anything else.

Is this more of a issue with the router or my ISP? I am at a loss as to what to check next now.

Your power levels are way high.....are you using an amp? If so, try taking it out.

I agree with John about the power levels.

Spectrum recommends downstream power levels between -8 to +8 dBmV. When I had issues here awhile ago, I was at +10 and higher. We would randomly lose our connection. Unsure what Cox recommends, but those downstream signals seem high.

The duration of your router's WAN DHCP lease is dictated by your ISP's equipment not your router. There is no setting on the router that can change this. If your router's IP renews every 12 hours it means that your ISP is setting your lease's maximum duration to 24 hours. FYI: My ISP sets my lease to 7 days.
