RT-AC66U: restart_nasapps locks up 3G modem

Hi,

I have RT-AC66U on stock fw. 3.0.0.4.374_5517 with attached USB 3G modem and an external HDD attached via USB as well (with Samba on). The 3G is the only Internet source.
The router is configure with dual WAN where USB is the primary and secondry WAN is WAN (which I suppose will be the same 3G modem). 3G is unstable sometimes so I just want router to reconnect it all the time.

I have noticed that recently my router doesn't connect to internet via 3G modem, I have looked into logs and can see following:

Looks like router is willing to start 3G connection, but gets locked by restart_nasapps.
I have tried to swith off all NAS-related service: DLNA, iTunes, SAMBA, FTP) - same result. Even with the services swithced off I can hear that there is some disk activity.

Once I pull out HDD, 3G modem connects immideatly.

I wonder how can "unlock" this "restart_nasapp" thing?
