RT-AC68U locked in Japanese language

First, my apologies if this is already covered somewhere...

In short, lived in Japan a few years, bought this from Amazon over there, was fine until they took out the language selection in the GUI. Using chrome was a workaround for a long time. Back in the US now want to give it to my brother, and no amount of everything I've tried will get around this stupid language lock.

What surprises me is installing the latest Merlin, that boots up without a hitch, does have the language select function in the GUI, and it does nothing.

Any and all help is appreciated at there is no good reason on this or any other planet for Asus to have forcibly taken away language options...
