RT-AC68U Not Getting Full Speeds?

Router is running 3.0.0.4.384_45713. It is USB tethered to a Samsung Tab A to share Verizon Wireless data. WAN type is set to USB, Android phone. Spoof LAN TTL and Extend TTL are both on. Traditional QoS is currently turned on, though I have tried with it both on and off.

On the tablet-that-is-modem, fast.com gives a result of generally around 4Mbps. On any given device connecting through the router, be it phone, laptop, tablet, or desktop, the result is generally around 600Kbps.

It will flash up to 2 or 3Mbps, but by the time it settles, it's no longer there. Sometimes it's as low as 50Kbps. The highest I have seen it is 990Kbps.

I *could* flash Merlin, if that would definitely fix it, but I would rather not. Changing the firmware is a little bit more advanced than I am completely comfortable with.

What can I do to improve the speeds on connected devices?

Okay, if I turn off Spoof LAN TTL and Extend TTL, then laptops/desktops (those devices where I can set the TTL manually) run at full speed. Devices where I can't set the TTL are throttled to less than 700Kbps.
