System log: hour_monitor: daemon terminates

I cant change the time.
NTP server:
0.nl.pool.ntp.org

Any tip how to change the time?
Or how to solve this issue:
May 5 04:57:41 hour_monitor: daemon is starting
May 5 04:57:41 hour_monitor: daemon terminates
