RT-BE86U OpenVPN - cannot download ovpn file

I have installed 3006.102.5 version of Merlin yesterday and did factory restet afterwards and I am not able to get OpenVPN server working.

I am getting info that the server is running in the status page:

But when I will go to advanced settings I have this:

I can enable, set my advanced settings and hit apply, but that will go back again to the "OFF" state:

I tried both TLS and static key, and the difference is that on static Key status page is different:

Is this a known problem? How can I make it work?
