Script to mail if new content in folder

is there a way to have a script or something else which informs me (mail) if there is new content in a folder?

I have folders there somebody with access or i can copy files to them. If there is new content it would be nice to send a mail to some people. So i think the script runs through the content and create a diff and send the diff as mail body
