Slow downloads when QoS turned on

I have an ac66u_b1 with asus 3.0.0.4.384_45149 firmware. When I turn on traditional QoS the download speeds get limited to approximately 1.5x the total specified upload speed in QoS. This problem is only with wired ethernet clients; wifi clients download at full speed. I did do a factory settings restore after updating the firmware. Tested merlin firmware and it doesn't have this problem.

Pretty sure that is a known issue. I am running Merlin 384.8_2 on my AC66U_b1 with great results. Have Entware, Transmission, Stubby/GetDNS added. Use adaptive QOS.

I contacted asus support about it. All they've done is collect information from me. If it was a known issue I figured they would know.
