So, with my last few internet providers, I have never had to pay extra for WiFi, which made sense.

Now, I am getting suspicious that our provider is going to charge for WiFi. Our HOA renegotiated the contract with Spectrum and it sound too good to be true, Currently I pay 49.95/month for 100Mbps internet, going to 59.99 after 12 mos.

However, the new contract with the HOA gives the 100Mbps including their modem at no charge and no HOA fee increase. I find this hard to believe. That is why I think they will be charging for WiFi.

Their modem is an Arris TG1682. It is tied to a server in Spectrum's network, which knows the WiFi SSID/Password.

I am wondering it I use my own cable modem/WiFi router what would happen? Would it work at all?

So in other words - you don't know, just making some assumptions...

If one is a member of an HOA, one has a voice, so use it and ask...

Most of the big Cable MSO's these days (Comcast, Cox, Spectrum) are members of an alliance that allows for customer WiFi roaming across the public SSID's - which might be kinda nice...

So perhaps the agreement with the HOA and Spectrum might not include that, but that wouldn't make sense...

Worst case - check with Spectrum directly if your HOA won't disclose details of the deal (which, in the US, and in several states, would be illegal if the HOA doesn't disclose, as this is a ripe area for corruption)
