Static IP Address & DHCP Help

Hello All!

I am very new to Home Networking and trying to configure static IP's. I understand the basic concept of this and know how to log into my verizon ActionTec router to do so but I am running into a strange issue.

When I check my IPv4 address that is auto assigned it is showing as 168.192.7.23 but when I look on my router my DHCP range is set to 192.1.1.2 to 192.1.1.254.

Any idea what's going on?
 
If a DHCP client cannot get an address from a DHCP server it assigns itself a random address from the range 169.254.1.0 to 169.254.254.255.

So, for example, you would see this if you have turned off the DHCP server on your router but left the client as a DHCP client.
