Static Route to Switch Question

I'm trying to get my 192.168.2.0 network on my RT-AC1900P to communicate to the 192.168.3.0 network on a VLAN capable managed poe switch to view my IP cameras that I installed onto it. I tried adding a static route but maybe I'm doing it wrong I can not access and can not ping that network.

Do I need another router in between or do I have to set up the VLAN on the switch? This entire segment on the POE switch is dedicated to IP cameras and a NVR only. Attached some pictures. Any help appreciated thanks!
