Introduction
Yorgi maintains a very helpful VPN Client Setup Guide that I used when I first started using ASUS Merlin in July 2016. The link to the guide is:

https://www.snbforums.com/threads/how-to-setup-a-vpn-client-including-policy-rules-for-pia-and-other-vpn-providers-10-15-fixed.30851/

Yorgi’s guide contains more details and explanations about the fields and options on the screen that I have included here. I highly recommend that you read it.

I put this guide together for several reasons.
  • My VPN provider is TorGuard. The documentation on the TorGuard website has not been updated for ASUS Merlin 380.65 release, which has been updated from OpenVPN 2.3 to OpenVPN 2.4.
  • There are some setup differences when compared to PIA. Despite the differences, the OpenVPN Client configuration with Policy Rules outlined in this guide helped a PIA customer get their OpenVPN 2.4 Client working after he tried for three weeks with no success with 380.65.
  • I encountered issues with AB-Solution 3.6.5 when using Policy Rules with OpenVPN 2.4 that did not occur with prior OpenVPN releases.
  • Some forum members have been unable to get OpenVPN 2.4 working with the ASUS Merlin 380.65 release.
I hope this guide will help you and others get OpenVPN 2.4 Client working on your ASUS router with your VPN provider. I appreciate all feedback to help improve this guide and correct any errors. If you have other configurations that worked for you or any suggestions, please send a PM to @Xentrk or post a comment on this thread.

Let’s Get Started
Determine the cipher level you want on this page: https://torguard.net/tgspec.php. For this example, I decided to use cipher AES-128-CBC and the LA Server.

Generate the configuration files at https://torguard.net/tgconf.php?action=vpn-openvpnconfig. You can also access the config generator from the TorGuard Client Area menu system. Then, select Tools, OpenVPN Config. Select the ASUS radio button. Select the VPN Server Hostname/IP and VPN Cipher that you want to use. Then, select the Generate Config button.

A download pop-up window appears. Select the option to save the configuration file.

Access the routers WEB GUI.

Configure the OpenVPN Client
On the menu selections on the left, select VPN. Then, select the OpenVPN Clients tab at the top. Choose the Select client instance that you prefer in the Client control section. In this example, I selected Client 3. Select the Browse button on the Import .opvn file and select the .opvn file that you downloaded from the TorGuard website. Then, select Upload.

The screen will now look as follows with the fields that require changes highlighted:
