VoIP Cisco Phone LAN connection

I'm trying to find a way i can use my android phone as an Internet source to connect a router to it and then connect my Cisco phone to the router via LAN wired Ethernet cable connection in the hopes that i will be able to then have a VPN connection that i connect to my business PC via another LAN Ethernet cable. What type of router can i use and will my mobile device be powerful enough to be used like a regular home type internet source?

I would like to use a cell phone as an internet source when I travel but the data caps are too restricted for home users. In the old days you could buy a cell card for your laptop to use for travel. They were expensive.
