VPN active on boot or restart

Why is it that the Open VPN is on by default on a reboot or a power cycle?

ASUS AC-56U, running custom firmware Asus-wrt Merlin ver. 380.57

Are you referring to the client or the server? If it's the Client change the Start with Wan to Off and click Apply. If it's the Server you should be able to just disable it and click Apply.
