Web server behind AT&T BGW210

Okay, I'll be the first to admit that this may be an instance of me not being clever enough to use the Search box on this forum. I've tried for a week now and not finding what I need. :confused: And Google is sending me down multiple rabbit holes.

I have an AT&T ARRIS BGW210 gateway (1 Gig FTTP) to which I've attached my ASUS RT-AC88U AiMesh router. I'd like to enable a public facing Windows Server 2019 via port 80 for a web server. I've tried a number of configurations but can't get port forwarding to work to the Win2019 server. The ARRIS BGW210 doesn't allow a true bridged mode as it keeps its own NAT table.

Current failed configuration:

ARRIS BGW210:
Broadband address: 75.xx.xxx.2
Gateway address: 75.xx.xxx.1
IPv4 address: 192.168.2.254
DHCP: 192.168.2.1 - 192.168.2.4
IPv6 = off
WiFi radios = off
Packet Filter = off
Advanced firewall = off
IP Passthrough = on, manual, MAC address of AC88U router

ASUS RT-AC88U router:
WAN address: 75.xx.xxx.2
Subnet Mask: 255.255.255.0
Gateway address: 75.xx.xxx.1
LAN: 192.168.1.1
DHCP: 192.168.1.100 - 192.168.1.254
QoS = off
AiProtection = off
IPv6 = off
Port forwarding :80 to 192.168.1.104

Windows Server 2019:
Static IP = 192.168.1.104
Wampserver enabled
netstat -a = listening on port 80

The web page displays fine for localhost but times out for external access. External port scanners like https://canyouseeme.org/ and https://www.whatismyip.com/port-scanner/ say ALL of my ports are closed; not just port 80. I tried adding port forwarding in the BGW210 gateway via the NAT/Gaming function, but no joy. Any suggestions?
