What does "Traffic history location" actually do?

I used to use "networx" to keep track of my down / up but recently realized that the reason my PC would crash from time to time was due to the app. I still would like to keep an on eye things and was looking through what is in Router config.

Anyway, it looks like after I flashed the latest firmware I lost historical data. I assume this lets me back it up but what does it actually do? Is it just to backup the data before I flash to restore? Or does it actually save to a different location so I don't have to worry about storage issues and loss of data

You can use that setting to store the database on a plugged USB flashdrive.
 
I have some follow up questions if you don't mind - is this where it will right real time or is it just to back up to? Meaning if I add a small usb drive it should keep updating the db there?

And if I flash a new firmware, I just point it again to the usb drive?

Look at the Tools -> Settings page where you configure the location, you will see there's also contains a "Save frequency" setting. That determines how often the data gets written to disk.

Flashing a firmware does not affect your configuration, so the router would still keep using the stored database, until you did a factory default reset - in that case, yes, all you'd have to do is point again to the existing database.
