What is the Best VPN, Dual wan router for automatic failover?

    Hi,
    I installed a NVR(Network Video Recorder), and I want to setup VPN for that.(I want to see it remotely and securely), and of course I want to setup VPN for secure all my computer in my store too.
    And sometime our Spectrum internet line is down, so I'm thinking to get one more line from ATT, and setup Dual Wan for automatic failover.

    I searched, and found that RT-AC86U is the good option for VPN.
    However I saw the dual WAN function of the model is not too good.

    So I searched good dual Wan router, and I found ER3 is good.

    Now, I wonder if there is a router something like RT-AC86 + ER3

    By the way,
    I use TP-link er604w vpn router for now.
    I didn't use VPN with the router yet.
    Do you think er604w is still good router for VPN?
