Who is consuming the CPU?

Is there a way to find out the reason of the constant 100% consumption of the CPU?

ssh or telnet onto the router and run the "top" command.

Thanks; when I tried, "top" consistently showed CPU consumption at about 10-20%, while the graph showed 100% all the time.
