Wifi extender to use with homeplug

Hi everyone,
I have a two floors apartment with my ISP's modem router. I have good signal in my top floor where it is installed,but completely nothing in my first floor.
I would like to buy homeplug device to extend my network,plug it to the router's LAN port and to my electricity system, and downstairs plug it to one of the sockets and extend the wifi there.

Since my electricity system is 3 phases,I read that tplink av1000 is a good choice.
The problem is that it acts only as lan extender, and I still need some wifi antenna.

What would be a good combo for such requirements?
 
I don't know of any HomePlug systems that work on three-phase systems. If you mean three wire (hot, neutral, ground), then HomePlugAV2 MIMO is said to take advantage of the ground wire.
