I have an app on my Android tablet that shows wifi signal strength by source. There are a bunch in my area and all constantly vary in "measured" strength. For signals originating elsewhere that makes sense to me, but not my own router signal. If nothing interferes with the signal shouldn't it stay constant? The signals are depicted as loops and the strength varies by 10-20db easily, sometimes every few seconds. Don't see how that can be, or is it just a cheap app attempting to display the signal so that the layman can understand it? Can the signal really vary that much?

yes, it can. If the apps aren't doing any smoothing/averaging and are only taking instantaneous signal strength, then you should expect variations.
