(1) If the WPS is disabled on a WPA secured router by it's physical user then a malicious software attack would have to first hack past the WPA key to get back in the router setup and Enable WPS back on, Correct ?

(2) I.e. with the WPS set to OFF, a malicious attack cannot get into a WPA secured router simply by hacking the WPS 8 digit pin only can it?
 
Correct. But it's best to turn off WPS anyway because it can be compromised.

Agreed - problem is some older devices - while the switch to disable WPS is present, it doesn't do anything (Linksys is a good example on their legacy/classic devices before SmartWiFi)
