    Thanks for the useful suggestion. Private VPN is off. However, the Google Fi VPN was enabled (despite having mobile data LTE disabled). I disabled Google Fi VPN and the confirmed no banner ad. Re-enabled Google Fi VPN, and the banner ads re-appeared. I should think that the Google Fi VPN...
