I cant update my router firmware. I've already tried the latest Merlin, the latest from asus, but my router remains on 3.0.0.4.220.18 no matter what I do. Any idea why?

I live in Brazil but I bought my router in the USA. I want to know if it's possible to change the locale settings from the router to allow me to choose the 11+ channels and to use higher TX power on the radios.
