Thank you, yes, DNS crypt was using that port, uninstalling DNS crypt helped and adguard installed and started. But, my wifi devices stop seeing internet, connected but no link, presumable DNS issue, after checking all stuff and few reboots nothing help. Returned back to Pi-hole setup on Pi4.

Just setup Pihole and setup Merlin as advised above. "DNS Server 1" ip is Pihole's IP and "Advertise router's IP in addition to user-specified DNS" seto to "NO" Also i still have running Diversion on the router, do i need to deactivate it or uninstall completely ? Is it additional settings...

It was straight hack, they used backdoor to encrypt the files, then putted the txt file among of each encrypted file with demand to pay money to get files decrypted. Since it was only some downloaded stuff i just simply deleted all after checking the most sensitive (family video and photos)...
