I found out about the problem. The system log shows "no free space left for GC". After the research, I decided to format jffs. After that. I can add/remove the entries.

Thanks, @ColinTaylor, I have found out the problem. In the filter table, there are more drops in the INPUT and FORWARD chains. I added new rules to allow RouterF to access RouterB there. And now everything works fine. Thanks for the help.

It seems that is not the case in 382.1. It is limited under 1000. That also explained why I can't add static DHCP ip binding from Merlin UI as well after this point.
