380.64_2 Can't disable ssh password login

I have "allow ssh password login" set to No but it's still allowing password logins. This is a problem as I would like to enable SSH on my WAN for tunneling using keys for authentication. I can't seem to find the config settings for dropbear on cmd line--does anyone know where this lives so I can check the settings and see if they line up with the web gui? Anyone else with this issue?
