Max throughput for a 2 stream ac client with perfect signal and 866 link rate will be about 500 to 600 mbit. Based on your screen shot, they aren't getting perfect signal, but they may be in power save mode. Better to look at the link rate on the client.
 
I’m saying it’s not possible at this low signal levels.

In some countries lower channels are restricted to 200mW.
 
Actually, they're not. Your 802.11ac Beamforming is NOT enabled.

Sorry to disappoint you, but none of the clients on the screenshots above support Beamforming, including yours.

802.11ac Beamforming requires client support. In this case Enabled or Disabled doesn't matter. It won't make any difference.
