Would anyone be able to explain what is meant by the message in the following screenshot of part of my network?

The only way i found to solved this without a reset is to toggle ipv6 on/off or off/on

I think it means the device has more than one IP address assigned to it, which could happen if you set a static IP address for it while the old lease is still valid. Once the old lease expires it'll go away, but if it constantly happens to a device you might want to set a static IP for it. For a one off fix you could edit /var/lib/misc/dnsmasq.leases while dnsmasq is stopped.
