Assistance with slow connection on one pc

Hi all,

I have FIOS 35/35 and I have verified those speeds when I plug a laptop directly into the Actiontec router (I get 41/32 on speedtest.net). All other pc's and devices on my network get decent speeds both wired and wireless but one does not. I had it connected through a homeplug since it is a desktop machine that is further away from the router. I get speeds of 2/2 or 2/3 on speedtest. I bought an Asus wireless adapter for it (usb-n53) and the speedtest results are the same.

The problem has to be isolated to this pc somewhere but I have no idea what to check to find out what is causing the slowdown so I'm looking for some suggestions. I thought maybe the NIC but the wireless provides the same speeds so I'm at a loss. Appreciate any suggetions!

I wonder if that PC is burdening the LAN with high packet rates, for some odd reason. In Windows, there's a performance monitor in the admin tools. It graphs network utilization. Does that reveal any high (megabits/sec) traffic that has no reason to be happening?

Another might be a hosed up ethernet NIC... somehow tossing a lot of non-TCP traffic, such as ARPs or some such. The Ethernet port link lights (green, orange, etc).. one blinks to denote activity. Normal is a slow blink rate.
 
Solved

Thanks guys for the replies. Figured something was wrong with the TCP/IP settings but didn't really know where to start. That link was great and seems to have done the trick. I'm at about 19/19 over both wireless and wired with the pc now. Not the speeds I'm paying for but the pc is a fair distance from the router so that explains the wireless. The homeplug plus a switch could be degrading the speeds when its connected wired so I can't complain.
