Damn. Looks like I'll be getting 70+ms in warzone then!

Misleading. They test latency to a different server other than the one you play on.
The game wasn't great for me so i deleted it.

or connect to a server in florida but I don't believe users have any control over which server to connect to.

You can but its a time consuming exercise.
You will need to check each IP (UDP) you connect to. Use Skynet to block the range of the presumed server. Then try the next set of server.
I say presumed server because they have you connected to at least 2 UDP servers at the same time..i think one is the latency testing server.
Doing this with FIFA is way easier.

For reference, I live close to Tampa and I'm on Frontier fiber connection with 1GB up/down. So I think the connection is decent but ping is not as fast as I'd like.
