Not quite sure if there is technically a problem with doing a factory-default reset and then importing a saved settings file? Seems to have worked fine on my BQ16 pair doing this. Other than as has been mentioned the TLS cert not playing nicely with Safari - but then that's nothing new for Safari!

I wonder how many people here must have an opinion actually don't knowing the facts.
Not possible to upload a setting file, when a single SSID was configured for both 5 or both 6 GHZ bands as the new firmware not allowing single SSID only when used in triband (with 2.4 band)

Hence why I started my comment with 'Not quite sure…' so your reply is terse to say the least. What a pleasant entry to these forums for me. Oh and with BQ16 would that not be Quad-band?

Where are you having this issue, web GUI, app, or both? If you haven't already tried try the web...
 
web GUI, I dont use the app.
It used to be the app would absolutely not allow the same SSID, but the web GUI would. I don't suppose you'd gone in and tried to edit them to be the same, Applied/Saved, and this failed? All my SSIDs are the exact same excluding only MLO SSID:

GT-BE98 Pro (AP with AiMesh), and GT-AXE16000 (AP with AiMesh), and GT-AXE11000 (Router).
 
BTW- I'm not sure there is a big enough difference power wise between 5 GHz-1 and 5 GHz-2 that you want SmartConnect bouncing devices back and forth. I have 2.4, 5-1, and 5-2 Smart Connected on the AXE16000, (the 6 GHz is separate BUT exact same SSID and password).
