I made a mistake in the original post. I was able to downgrade but I am still having ping issues unfortunately.

Make sure you are downloading the correct firmware for your GT-AXE11000 router and not the one for GT-AX11000. There is no Asuswrt-Merlin for your router yet. I don't know what Merlin's firmware you have tried. Don't kill your router with wrong firmware in rescue mode.
