Are you running a VPN client on a PC or are you running the VPN on your router?

Also before someone could offer suggestions they would need to know what browser you are using and the make, model and firmware used on your router as well as who your VPN supplier is.

You're probably correct, but at this point it's impossible to say. We don't even know what sort of VPN he's using. It might be on a router, on a PC or a web-based service. If it's not on the router then it might indeed be possible.
