Most applications under the Servers Center are for sharing files across your network. Subversion, on the other hand, is a version control system and totally unrelated to those under the Servers Center and if I understand you correctly, you want subversion-server to be added there which is highly unlikely.

You do not have Asuswrt-Merlin installed on your routers.

1. Install Asuswrt-Merlin
2. Install Entware via SSH
3 Install subversion-server

I want to put subversion-server in USB Application so that I don't need SSH installation
 
Its a pretty narrow use case - I doubt Asus (or RMerlin) would add it.
As others have recommended, Entware is likely your only option.
