cant SSH to AC86U

I have the following settings:
enable ssh LAN only
ssh port 22
allow password login yes
Enable SSH Brute Force Protection yes


when i use putty to establish a connection I get Network Error: Connection Refused.

What am I doing wrong?

I am using the same address that I use to log into the webui of the router
