Assuming you have setup a Samba Share under USB Application then just copy and paste like you would with any other file.
IIRC iOS devices show up as a camera-type device when connected to a PC.
Almost certainly you're aware of it, but just in case... you know you can share photos between iOS devices without any active intervention by turning photos on in iCloud Storage It seems to take a while to sync (hours?, which is probably why you want to use the usb storage), but if you weren't aware of it, it'd suffice till you figure out how to do via the usb device.
