No. JFFS is mounted far earlier than USB disks. Using a USB disk would mean that most of the custom config and custom scripts would not work as they would become available only far too late in the boot process.

Traffic Manager and IPTraffic can both use a USB path. The only thing hardcoded to JFFS is Traffic Analyzer, and that feature is closed source so the database location cannot be moved.
