Distribution of Bandwidth

Hi all
I've been trying to figure out how to do something.

Basically I have a 14mbps connection coming into my house, I would like to distribute this connection to 3 different LANs as follows:

192.168.1.1 @ 2mbps
192.168.1.2 @ 4mbps
192.168.1.3 @ 8mbps

would the dlink device shown in the diagram do the trick or do I need something else?

Says in the overview of the DLink product page, "Network administrators can define throughput levels for each port to allocate its essential bandwidth."

I'm guessing yes then, you can.
 
Normally, demand for capacity is bursty, not sustained. So it's quite unusual to do what you ask, except for a paid-for service provider needing to prevent bandwidth hogs (videos, torrents, etc, 24/7).
