Can i use windows notepad to write a user script file and copy it in JFFS partition? otherwise which editor can I use from windows?
Just remember to change the default setting at Settings>Preferences>New Document>Format (Line ending) to "Unix/OSX". This setting can be verified/changed for just the current file at Edit>EOL Conversion.No. Notepad saves in Windows format, with no option for switching to a UNIX format.
I recommend Notepad++, which is free.
Wordpad is a bad choice because it saves files with DOS/Windows EOL characters rather than Unix (same as Notepad). This will cause problems like jffs scripts not running.wordpad does also the job very well.

Yes Wordpad is strange like that. It will open and display Unix type files correctly (unlike Notepad), but it does so by converting it to Windows format. Meaning that if you save it back again you can run into problems.oppps ,sorry you are right, it is OK just for viewing on windows
