A determined user who does a little research will most always be able to defeat filtering. Sometimes it is as simple as typing in the numerical IP of a site gets around lots of filter. Running a VPN on a PC can make it difficult if not impossible to block access to sites unless additional steps are taken to block the ports the VPN is using.

I think you misunderstood my previous post. If someone is running a VPN on their PC then it is much more difficult to block their access to specific sites. All you can do is try to block them from using a VPN. Even China isn't completely successful in doing this to prevent their citizens from entering decadent western web sites.
