I'm not using it to watch netflix or stream craptastic live sports, just want to order something that restricts Canadian IPs

You mean that DOESN'T restrict Canadian IPs?

Free proxies are useless for this. Spend the money on a paid proxy. PPTP is just fine. I use VyprVPN. There are many others.
